<h3>About The Role</h3>
<p>Reporting to the Senior Manager, Financial Services, the incumbent will provide strategic leadership and comprehensive expertise in all Purchasing Services functions including procurement, supply management, insurance, risk management and contract administration, ensuring compliance with Provincial Directives and Board policies. The role focuses on cost effectiveness and optimal performance through standardization of procurement processes, operating standards, sourcing methodologies and supplier qualifications. The incumbent will lead a multi-disciplinary team to build strong collaborative relationships with internal and external stakeholders and continually monitor for business process improvements.</p>
<h3>Duties Include But Are Not Limited To</h3>
<ul>
<li>Lead the development and implementation of procurement strategies that optimize financial, human and operational resources. Ensure compliance with relevant legislation, directives and trade agreements including the Broader Public Sector Supply Chain Directive.</li>
<li>Oversee all contracts, leases, insurance requirements, and vendor performance programs. Develop and execute risk mitigation strategies to protect the Board's interests and ensure a positive experience.</li>
<li>Manage and support a multidisciplinary procurement team. Foster a collaborative and high-performing work environment aligned with organizational goals. Provide guidance and leadership on major initiatives and high-value contracts.</li>
<li>Ensure the integrity, security, and availability of procurement-related documentation and assets. Lead the asset inventory system and disposal processes in accordance with legal and fiscal requirements.</li>
<li>Identify and implement cost-saving opportunities through innovative supply methods. Continuously improve procurement processes and relationship management strategies.</li>
<li>Collaborate with internal and external stakeholders to ensure transparent and effective procurement practices. Provide expert advice to senior management on procurement and risk matters.</li>
<li>Maintain up-to-date knowledge of procurement policies, procedures and legislation. Ensure ethical and accountable supply chain practices across all procurement activities.</li>
<li>Oversee the cartage, movement and relocation of all instructional and non-instructional contents of buildings including the disposal of surplus equipment and inventory and off-site file storage.</li>
</ul>
<h3>Qualifications</h3>
<ul>
<li>A degree/post-secondary education in a related discipline and procurement designation</li>
<li>Minimum seven years of progressive procurement experience, preferably in the public sector (School Board experience is an asset)</li>
<li>Minimum five years of management leadership experience and supervision of staff</li>
<li>Comprehensive knowledge of Broader Public Sector Supply Chain guidelines, Master Transfer Payments Agreement guidelines, and Ministry of Education compliance requirements</li>
<li>Comprehensive expertise related to RFI, RFQ, RFP, RFT, purchasing methods and competitive negotiations</li>
<li>Demonstrated strategic planning, organizational, analytical, problem solving, research and negotiation skills</li>
<li>Knowledge and understanding of the Board's organizational structure and its complex interconnections</li>
<li>Risk management designation is an asset</li>
<li>Excellent written and verbal communication skills with multi-disciplinary groups</li>
<li>Commitment to customer service excellence</li>
</ul>
